I have a quick question.

I see that you don't allow Spike/Willow because it's popular so would Angel/Willow be allowed? I ask because it seems to be just as popular.

Willow/Angel is allowed. The not-allowed pairs were chosen by popular vote - more people felt Spike/Willow was *not rare* than Willow/Angel.
